Yes, such a certificate can be issued after enrollment in a university.
It is provided to applicants whose foreign passport has less than 20 months of validity, which is insufficient for obtaining a study invitation.

There are no formal age restrictions for applying to Russian universities—you can apply at any age.
However, some regions in Russia (e.g., Tatarstan, Bashkortostan, etc.) do not issue study invitations for applicants over 25 years old (born before 2000).
In other regions (Moscow, St. Petersburg, etc.), invitations are available for older applicants.

- One parent’s birth certificate with translation;
